Separate the broccoli into florets and cut the stem into cubes. Cook until tender in lightly salted water, then drain, let cool, and chop very finely.
Crush the garlic. In a bowl, mix the chopped broccoli, garlic, oregano, eggs, cream, flour, salt, and pepper. Let the mixture rest in the refrigerator for about 30 minutes.
Heat a little oil in a non-stick pan over medium heat. Using a spoon, form small fritters from the mixture into the pan.
