When garlic is truly young, its outer layer (which later dries into a peel, serving as a preservative function), if soft enough, can be safely consumed - so no part of the garlic goes to waste, as even its stem is edible.

Usage
In any way you would prepare "regular" garlic, but a great advantage of the young variety is that when raw, it has a much milder, more subdued, and distinctly refreshing taste, making it more versatile in use.
